New Online Application Option for Rabies Quarantine for Dogs and Cats

There is a new option for owners of dogs and cats traveling to Hawai‘i to submit their import applications online. The Hawai‘i Pet Owner Portal (HIPOP) can now be accessed by creating an account for your dog or cat. DIRECTIONS for the HAWAI‘I PET OWNER PORTAL (HIPOP)

Please visit our online portal only for dog and cat owners to create account with the Department of Agriculture and Biosecurity, Animal Quarantine Branch: https://hipop.ais.hawaii.gov/ This portal is designed to allow owners to submit an entry application for their dog and cat online.

FIRST TIME ENTRY: If this will be your first time entering Hawai‘i with a dog or cat, please create a new account. Each dog and cat  requires a separate animal file associated with the owner account.

PREVIOUS ENTRY: If you have previously submitted an application to the Animal Quarantine Branch, an account may have already been created for you. Type in the email address that you used on your previous application, then select “Forgot Your Password.” If your email is found, an email will be sent to create/reset your password. If your email is not found, please create an account.

After logging into your account, you can:

  • Create a new animal import application for each dog or cat.
  • Complete your dog’s or cat’s profile and you can upload all your supporting documents to the Pet Detail page including:
    • Rabies vaccination certificates (2)
    • FAVN test results
    • Health Certificates
    • Itinerary
  • Pay fees (Visa or Mastercard accepted)

You must upload your supporting documents when creating an application. To avoid your animal being placed into quarantine, proof of two rabies vaccinations within the required timeframe and a passing FAVN test are required for all dogs and cats entering the State of Hawai‘i. All uploaded information and documentation will be reviewed and verified by Animal Quarantine staff before your application will be approved.

For animals that will be arriving at Kona (Hawai‘i Island), Kahului (Maui) or Līhu‘e (Kaua‘i) airports, you must complete a Neighbor Island Import Permit (NIIP) application and then provide your application number to the veterinarian that you contracted on those islands  who will  perform the inspection of your animals upon arrival at the airport. Your NIIP application cannot be processed until we receive confirmation from the veterinarian that they will be performing the inspection. Please refer to Checklist 2 below which contains a list of  veterinary facilities that are approved to conducting inspections on the neighbor islands.

Entry applications using hard copy (mailed in) will also continue to be accepted.
